A New Path to Personalized Education in Wyoming
The Wyoming Steamboat Legacy Scholarship opens the door to educational freedom for every Wyoming family. With this universal Education Savings Account (ESA) program, students in kindergarten through 12th grade—and qualifying pre-K students—can receive up to $7,000 per year to spend on a wide variety of approved educational services. This includes private school tuition, tutoring, technology, transportation, therapies, and more.
As Wyoming’s first school choice program, this initiative reflects a strong commitment to family decision-making, educational opportunity, and academic flexibility.

Who Is Eligible?
All Wyoming K–12 students are eligible to apply.
In addition, pre-kindergarten students are eligible if their family income is 250% or less of the federal poverty level.
To participate, the student must:
- Be a resident of Wyoming
- Not be enrolled in a public school district
- Not have graduated or earned a high school equivalency certificate
Note: Returning ESA recipients and siblings of current participants receive application priority.
What Can ESA Funds Be Used For?
Wyoming Steamboat Legacy Scholarship funds can be used for a wide range of approved learning expenses, including:
- Tuition and fees at eligible private schools
- Tutoring and academic enrichment services
- Textbooks, curriculum, and instructional materials
- Online learning programs and technology
- Uniforms, transportation, and school-related supplies
- Summer and after-school educational programs
- Exam fees and credentialing coursework
- Special education therapies
- Career and technical education
- College-level classes and entrance prep
Note: Funds are distributed quarterly and roll over if not fully spent.
How Much Can Families Receive?
Each participating student receives up to $7,000 per year, based on available funds. This amount is set by the state and is subject to budget availability. For 2025, the program is funded with a $30 million appropriation.
Participation is limited to approximately 4,071 students in the program’s initial phase.
How to Apply
Families can apply through the Wyoming Department of Education. Applications are processed on a first-come, first-served basis, with priority for returning students and their siblings.
Be sure to complete all application steps and provide annual notice to your public school district.
How Much Can Families Receive?
- No income limit for K–12 eligibility
- Testing is required: state or nationally norm-referenced exam
- ESA funds may not be shared or refunded, but may be supplemented by
parents - Instruction must include core subjects, including civics and the U.S. and Wyoming constitutions
- Parents must annually verify the student’s eligibility and provide intent to participate
