With the Hope Scholarship Program, West Virginia families can take an active role in shaping their child’s education. Instead of a one-size-fits-all school model, this Education Savings Account (ESA) program allows eligible families to receive public funds in a parent-directed account that can be used on a wide range of learning experiences—from private school tuition to tutoring, therapies, transportation, and more.

Who Is Eligible?
Through 2025, eligibility is based on public school attendance. Starting in the 2026–2027 school year, all school-age children in West Virginia will be eligible for the Hope Scholarship.
Current eligibility (before 2026) includes:
- Students who attended a West Virginia public school for at least 45 days of the school year
- Students who were enrolled in public school the entire prior year
- All kindergarten students, regardless of public-school history
Once approved, students remain eligible until high school graduation or age 21, with annual renewal required.
What Can WV Hope Scholarship Funds Be Used For?
The Hope Scholarship offers broad flexibility. Approved uses include:
- Private or online school tuition
- Tutoring and academic support
- Educational therapies and interventions
- Curriculum or credentialing programs
- Exam prep and testing fees
- Public school extracurriculars or individual classes
- Technology, internet access, and learning tools
- Transportation for educational services
- Music, art, and enrichment programs
Note: All spending must align with the state’s approved list. Funds not used in one year roll over to the next.
How Much Can Families Receive?
For the 2023–2024 school year, participating families receive up to 90% of Arkansas’ prior-year per-student foundation funding, which equals approximately $6,600 per child. Because allocations are based on state funding formulas, the exact amount may vary from year to year and will be prorated for mid-year enrollments.
For 2025–2026 (the first year of statewide eligibility), approved EFA allocations are estimated at $6,864 for most students, though actual amounts will depend on the state’s per-pupil funding calculation.
How to Apply
The West Virginia State Treasurer’s Office administers the Hope Scholarship. Families can apply online through the official portal.

How Much Can Families Receive?

- Reimbursement is not allowed
- Students must take the state test (TCAP) annually
