Expand Learning Possibilities with Flexible Education Funds
In South Carolina, qualifying families now have access to the Education Scholarship Trust Fund (ESTF)—a state-funded education savings account that helps cover learning expenses beyond the traditional classroom. With this program, eligible students can receive $6,000 annually for things like tutoring, testing, therapies, and other approved educational services.

What the ESTF Program Offers
South Carolina’s ESTF program was created to support student-centered education solutions for families across the state. Each participating student is awarded $6,000 per year, and those funds can be applied to a wide range of eligible services. The program began in 2024 and is being rolled out in phases, with more students becoming eligible over time.
Who Qualifies for SC ESTF?
To qualify in the 2024–2025 school year, a student must:
- Be a South Carolina resident
- Have attended public school the previous year (unless entering
kindergarten or a continuing participant) - Live in a household earning 200% or less of the Federal Poverty Level
(The threshold expands to 300% in 2025–26 and 400% in 2026–27) - Fall within the enrollment cap of 5,000 students in year one
Note: Eligibility expands in future years, eventually reaching 15,000 students by 2026–27.
Approved Uses for SC ESA Funds
While tuition is not currently allowed, South Carolina ESA funds can support:
- Textbooks and instructional materials
- Tutoring and contracted teaching services
- Assistive technology and learning devices
- Testing and exam fees (including AP, SAT/ACT, industry certifications)
- Special education therapies and services
- Transportation costs (up to $750)
- Extracurricular learning and unbundled public school courses
- Fees for account management and administration
Funds are distributed quarterly and remain available until the student turns 21 or graduates.
Important Program Notes
- Tuition is not an eligible expense
- Reimbursement is not permitted
- Families must reapply each year and follow program rules
- An approved educational assessment is required annually
- ESA funds cannot be combined with South Carolina’s tax-credit scholarship program
- Participants must not be enrolled in a homeschool program
