A New Option for Alabama Families Seeking Flexibility and Control
The CHOOSE Act of 2024 gives Alabama families the power to customize their child’s education. Through this program, eligible parents receive up to $7,000 per student each year in an Education Savings Account (ESA), which can be used to cover tuition, therapies, tutoring, online learning, and more. By 2027, the program will offer universal eligibility for all students in Alabama.

Who Can Apply?
The CHOOSE program is phasing in over three years, with universal eligibility by the 2027–2028 school year.
For 2025 and 2026:
- Students must be Alabama residents, ages 5 to 19 (up to 21 if eligible for IDEA/504 services)
- Families must earn no more than 300% of the Federal Poverty Level (about $93,600 for a family of four)
- Students must be lawfully present in the U.S.
- Parents must reside in Alabama
- Students cannot be receiving funds from the Alabama Accountability Act or other state scholarship programs
Priority is given to:
- Students with special needs
- Siblings of current ESA participants
- Children of active-duty service members
- Students assigned to priority schools
- Applicants with the lowest family income
How Much Can Families Receive?
- Up to $7,000 per student enrolled in a participating private school
- Up to $2,000 per student (max $4,000 per family) for non-school-based learning expenses
Note: Funds are deposited annually into a parent-directed account and must be used during the school year. Unused funds return to the state at year-end.
Approved Uses for ESA Funds
CHOOSE ESA funds may be used for:
- Private school tuition and fees
- Online education and virtual programs
- Curriculum and instructional materials
- Tutoring and academic coaching
- Educational software and testing fees
- Therapies and support services for students with disabilities
- Summer or after-school educational programs
- Dual enrollment or college-prep expenses
- Contracted services from public school districts
All education providers must be state-approved. Parents must follow state guidelines and assume responsibility for any remaining education costs not covered by the ESA.
How to Apply
The Alabama Department of Revenue oversees the CHOOSE ESA program. Applications will open before the 2025 school year.
